Rotate PDF writes 90°, 180°, or 270° into the document so the page stays rotated wherever the file is opened — not only in a viewer that auto-rights it for you. Leave the range blank to rotate every page, or give one like 2, 5–8. It runs in your browser. Nothing is uploaded. Nothing is sent to a model. There is no account gate and no generation meter.
That is the product constraint for the whole free-tools shelf: Canvas, the File API, or arithmetic on the visitor's machine. A "rotate" that quietly called an image model or a video row would be a generate wearing a utility label.
Versely has no free tier for generation. Every model call costs credits. Browser utilities sidestep that because they cost nothing to run. Use this tool when the job is "this page is sideways in the file." Do not prompt a video or image model to "turn the PDF upright."
The file carries the rotation
Some viewers auto-rotate for display without changing the file. The page looks fine to you and sideways to everyone else — printers, other apps, a client on a different reader. Writing the rotation into the document is what makes it consistent downstream.
The file you choose is read into memory locally, rotated there, and offered back as rotated.pdf. Network off, it still works. That is also why it is actually free: no hardware of ours is in the loop. What it costs is the other book — credit formulas for per-second video, per-character voice, per-megapixel stills, caption burns, editor exports. Rotate PDF is not in that book. If a job is in that book, it is not this tool.
Do not screenshot the pages, send them through an image rotator that is actually a generate, and rebuild a PDF. You will spend a still rate to invent an upright picture of a proof. You will not get a rotation flag in the original file.

A page already rotated 90° in the source, rotated another 90° here, ends at 180°. That is the correct behaviour when you are correcting a page that is sideways relative to how it currently displays.
Click pages in the strip to rotate only those, or leave none selected and rotate everything. The range field takes the same shape as the rest of the PDF shelf: 1-3, 7, 12-14. Buttons on the page are 90, 180, 270 — not a freeform degree you type into a model.
Credits are for a different tab
Caption burns, Hailuo takes, editor exports: those quote a credit figure before they charge. Rotate PDF does not quote a figure because there is no charge. Mixing the two is how teams burn a model on a file job — "just generate an upright version of this scan." The upright version is the download.
If you needed a visual compare of two proofs, that is a different free tool on the same shelf, also in-browser. If you needed a new page designed, that is a generate, and it will cost credits. Honesty about which object you are in is the whole decision.

Does Rotate PDF use credits or a free-generation quota?
Neither. It never spends a credit. The work never leaves your browser. Generation on Versely is a different surface and always bills.
Are my PDFs uploaded to Versely?
No. The tool uses the Canvas and File APIs on your machine. Nothing is sent to a server. It keeps working with the network off.
