A 911-center clip that informs is a facility plate: empty consoles, chairs in, screens dark or generic, then the hours string the agency already publishes. It is not a constructed dispatcher walking a caller through chest pain, a crash, or “when you should dial.” That mouth is a health expert you did not hire. Generate the empty room. Burn the hours. Leave the shift off the generate.
The empty room is the facility plate
The honest still is an empty PSAP: no headset on a face, no CAD with a real incident, no caller. The public already knows what a console looks like. They do not need a twin of the person who sits there. They need the room, then the number and hours that are not 911.
Do not send “photoreal 911 dispatcher at a busy console, headset on, taking a call” to a still model and call it outreach. Imagen 4 is Google’s text-to-image row: 4K, 4 credits, photoreal, text-only. It cannot ingest the real floor photo. It will decide a room. Use it only for a closed, empty facility still — chairs, consoles, no body — labeled as a render, not this center’s floor.

Prompt furniture and light only. Empty chairs. Monitors off or showing a generic wallpaper. No names on a whiteboard. No map of a real street. If a face is in the brief, the brief is wrong.
Overlay the hours you already posted
Non-emergency hours are a string the agency already uses: “Non-emergency line, weekdays 8–5.” “After hours, call 911 for emergencies only.” Write that string. Do not ask a model to letter it into a monitor.
Add timed text overlays to a video burns lines you wrote at start_sec and end_sec. Nothing is transcribed. Hours, then the non-emergency number, then “do not call 911 for X” is three authored beats on a locked plate. Font, size, colour, and position apply to the set, not per line. If you only have one persistent badge for the whole clip, that is add a text overlay: one string, whole duration, top / center / bottom.
Auto-captions listen. A mute room still has nothing to transcribe. Running a transcript pass hoping “911” appears is a spend on silence. Prompted type inside Imagen 4 is a misspelled hour you cannot edit without a new still.
Crop to the ratio you will ship before you overlay. Top / center / bottom sit in a different safe zone after a 9:16 reframe. Picture lock, then type. Hours change. The empty room should not.
Imagen 4 is a room still, not a shift
Imagen 4’s job, when it is in this pipeline at all, is a still of the room: empty floor, no headset on a face, no incident on a screen. Four credits. 4K ceiling. Text-only input. Aspects: 16:9, 4:3, 1:1, 3:4, 9:16, auto. Qualities: SD, HD, 4K. That is a facility render. It is not a training film and it is not a shift.
Do not prompt:
- A dispatcher on headset
- A caller, a child, a crash, a medical emergency
- Hands on a CAD keyboard with readable names
- A “public-safety instructor” walking when to dial
Those are people. If you need motion on the real floor — a slow push down an empty aisle, no new desks — photograph the empty room and animate that file. The still is the contract. Motion is allowed. A call is not. A 4K invented floor is still the wrong center if you labeled it as yours.
A talking dispatcher twin is the YPP pattern
Synthetic presenters on health and finance are a YPP kill. Help’s third inauthentic-content bucket is AI-generated personas that present as human experts on health. A constructed dispatcher telling a stranger when to call, how to do CPR, or “you should” is that shape. Labelling the face AI does not leave the bucket. Fan funding and ads sit behind Partner Program eligibility.
A silent empty room is not that shape. Authored type is typesetting, not a mouth. A real named trainer on camera is a different day — and then you caption that take. Generation can still do the room. It cannot be the consult. If the first three seconds look like a call, rewrite until they look like a room.

Can we generate a dispatcher so people know what 911 sounds like?
No. That demo is a health persona and a protocol. Generate or photograph the empty room. Overlay the non-emergency hours and the URL you already host. A real named trainer on a different shoot if you need a voice. Do not invent a mouth so the room has a scene.
Why not Imagen 4 a busy floor if we do not have a photo yet?
Imagen 4 is text-only. It cannot hold this center. It will invent desks, paint, and faces that are not on payroll. Get the empty-room photo, or use Imagen 4 only for a closed facility still you will label as a render, never as the site. Busy floors are people. People stay off this generate.
One overlay or timed lines for hours?
One persistent hours badge is a single overlay on the whole file. Hours, then the non-emergency number, then a “not for X” beat is timed overlays, with timestamps you set. Neither job transcribes. Neither job belongs in the Imagen prompt.
Is a talking AI dispatcher acceptable if we disclose it?
Disclosure does not move a constructed health expert out of the YouTube bucket. Keep the facility plate. Keep the overlay. If someone must speak a protocol, that someone is a real named person, not a generate.
