    5 tools for YouTube Shorts from one still

    YouTube Create, CapCut, Versely, Kling, and Runway turn a still into a Short. A Short is vertical or square and up to 3 minutes.

    You have one still. You need a Short. YouTube Help on creating Shorts (read 20 September 2026) says the Shorts camera records one or more clips that add up to three minutes, and you can upload Short videos with a maximum resolution of 1080p. TeamYouTube (8 June 2026) said square or vertical uploads up to three minutes are categorized as Shorts. A still is not three minutes. Five tools will take the photo into a clip you can upload. YouTube Create is the native editor, and YouTube's own Photo to video tool already lives in the Shorts AI playground. CapCut is the timeline. Versely is a one-tap or a cheap 6s or 10s orbit. Kling is a face lock. Runway is the cinematic seat. This page is that list. It is not "best AI tools for YouTube Shorts 2026."

    If you only needed a green-screen photo behind your face, the Shorts camera already does that. Open a second tool when the still has to become the whole clip, not the wallpaper.

    What a still-to-Short actually is

    YouTube will classify the file as a Short if it is square or vertical and three minutes or shorter. That is geometry, not a checkbox. A 16:9 clip under three minutes is a regular video. A 9:16 clip at 3:01 is also a regular video. Pad neither.

    Image-to-video is usually 6 or 10 seconds. That is a legal Short. It is a short Short. Do not loop the same orbit for 2:50 because the cap is three minutes. Viewers leave. YouTube still counts a view when playback starts (YouTube Help on Shorts views, change dated 31 March 2025). Partner payouts still use engaged views. A padded loop inflates starts and starves engaged views.

    YouTube Create is free. YouTube for Creators (read 20 September 2026) positions it as the advanced editor for Shorts and longform, filters, effects, transitions, royalty-free music, no charge. Edit with AI, in the Shorts camera and in Create, will take photos and videos totaling up to three minutes, with a five-second floor on the assets, and return a draft with music. Region limits apply. Photo to video in the AI playground is the other native door: upload a photo, describe the clip or pick a prompt.

    The five tools below are what you open when that playground misses the face, when you wanted a named one-tap, or when the still has to look directed.

    Proof the still at 100 percent. Type in the pixels will crawl. A thumbnail you pick later cannot save a misspelled label.

    The five tools

    1. YouTube Create. Start here if you want the file to stay inside YouTube. Create is not CapCut. It is Google's editor, free, in select markets. You import the still, or you run Photo to video, or you run Edit with AI on a handful of stills. You add captions, a sound from the Shorts library, a title of at most 100 characters, and you upload. You never leave the account. The limit is the look. Create will not give you Kling's identity lock or a Finger Snap. It will give you a Short that already knows it is a Short. If Photo to video is enough, stop. The rest of this list is for the days it is not.

    2. CapCut. Start here if you will caption the clip yourself and you already know the timeline. CapCut's desktop generator takes a product still into Seedance motion, then auto captions, then a 1080x1920 export. A June 2026 CapCut product-photo workflow is the honest demo: one still, several angles, then edit. CapCut's 16 September 2026 Seedance 2.5 tutorial is launch-prep for a longer pass, not a promise that 2.5 is on your account today. Free is enough for a weekly Short. You stay because the timeline is the product. You leave when YouTube Create already did the job, or when the still needed a cinema model, or when the clip is a named one-tap you do not want to prompt.

    3. Versely. Versely sits here because the still is often a person, a pet, or a packshot, and the Short is 6 or 10 seconds, not a three-minute essay. Mugshot is one photo, about 20 credits discounted (40 full). Finger Snap is one photo, about 18 discounted (35 full). Those are one-taps. If the still is a product and the job is a gentle camera move, that is the AI video generator: Hailuo 2.3 Fast is 12 credits at 6s discounted (23 full) and 23 at 10s (45 full). Captions after the fact sit on the AI caption generator, not in the still. Versely is not YouTube Create. It will not pick your Shorts thumbnail or run Edit with AI. It is not Runway. It will not look like a commercial unless the still already did. It is the app when you would rather pick a template or a Hailuo row than write a Veo paragraph in the playground.

    4. Kling. Open Kling when the still is a face you need to keep on YouTube, not a cousin. The Kling membership page (read 19 September 2026) lists Standard at $6.99 for the first month, then $8.80, 660 credits, watermark off on paid. Pro is $25.99 then $32.56, 3,000 credits. Premier is $64.99 then $80.96, 8,000 credits. Month one is not the year. You upload the photo, you prompt the move, you export a short clip, you upload that clip as a Short. You still need captions. You still need a title. You still pick a thumbnail in the YouTube app, not in Kling. If the still is a carton, Kling is the expensive way to turn a box.

    5. Runway. Open Runway when the still has to look like a commercial that happens to be 9:16. Runway's pricing page (read 19 September 2026, yearly toggle) is Free at 125 one-time credits, Standard $15 / $12 with 625 credits a month, Pro $35 / $28 with 2,250, Max $95 / $76 with 9,500 and one-month rollover. Unlimited Explore is gone. Gen-4.5 is 12 credits a second on that table, so Standard's 625 credits are about 52 seconds of Gen-4.5 before retries. Image-to-video is a first frame plus a prompt. A weekly talking-head Short is a Create job you just made expensive. A hero plate you would print is the Runway job.

    How to pick for a 6 second plate

    Write the still in one sentence.

    • "I want to stay inside YouTube": Create, Photo to video, or Edit with AI. Confirm the tool is in your region.
    • "I will caption it on a timeline I already know": CapCut.
    • "The still is me, a friend, or a pet, and the clip is a named format": Versely one-tap.
    • "The still is a packshot that should move a little": Versely Hailuo, or CapCut if you are already there.
    • "The still is a face, and identity is the test": Kling.
    • "The still is a hero plate": Runway.

    Two tools is a stack. Create plus nothing is a valid stack. CapCut plus YouTube is the usual leave-and-return. Add Versely when the still is a one-tap. Add Kling or Runway when Create's Photo to video misses.

    Do not upload 4K and expect a better Short. YouTube Help caps Short uploads at 1080p. A 2160x3840 file is extra weight for a player that will not thank you.

    Keep type out of the safe area. Shorts UI eats the bottom and the right. Overlay captions beat letters baked into the still, because Tuesday's title will change.

    After YouTube recodes it

    YouTube transcodes everything. Export 1080x1920, 9:16, H.264, AAC. Pick the thumbnail in the YouTube app. YouTube Help is clear: thumbnail edits for Shorts happen in the app, not in Studio on the web.

    Add a title. 100 characters is the cap on the upload screen. #Shorts is not required for classification. Duration plus aspect ratio already did that job.

    If the still is a product you ship, the clip is a demo, not a replacement for a listing photograph. If the still is a person, say so in the description when the motion is generated. Do not present a Hailuo orbit as a take you filmed in the warehouse.

    Mute is most of the first loop. Burn captions. Create, CapCut, and the caption generator all do this. Pick one.

    When the still is locked and the job is a 6s or 10s clip, sign up and run the template or Hailuo. When Photo to video in the playground is enough, stay there. The list is five tools. The still is one photo.

    FAQ

    Does a 6 second clip even count as a Short?

    Yes, if it is square or vertical. YouTube's three-minute ceiling is a maximum, not a target. A still-to-video pass that lands at 6s or 10s is a Short. Padding it with black or a loop does not make it a better Short.

    Why is Versely in the middle, not first?

    Because YouTube already has Create and Photo to video. Finger Snap and Hailuo are real one-still clips. They are not the Shorts camera. If the still is a selfie and the clip is a trend, Versely is the row. If the still is a photo you wanted as a green-screen background behind your face, it is not.

    Can I use YouTube's Veo-in-Shorts instead of these five?

    Sometimes. Veo in Shorts is a native text-to-clip tool in the AI playground, in the regions where it is on. This list is for a still you already have. Photo to video is the native still door. The other four tools are what you open when that door is wrong for the face, the trend, or the cinema look.
