A city account does not need a photoreal crowd on the steps. Those are private people wearing a civic brief. The work that ships is a still of a building the city already owns the right to show — city hall, a rec centre, an empty plaza — then a camera move on that still.
AI image to video is that aisle: the upload is frame one, not a style hint. Prompt only the motion. Do not prompt "residents enjoying the new park at golden hour." That restages the building as a campaign still you do not have, and it invents private figures if those "residents" resolve to real faces.
The building is the still
Civic architecture is the product. A text-to-video "vibrant downtown civic campus" is a set from a different ZIP code.
Photograph the real elevation. Same lens height a pedestrian would see, not a drone inventing a plaza the site plan does not have. Approve that jpeg: windows count, stone colour, the flag that is actually flying. Then animate.
Your upload is 0:00. The prompt describes what changes — a slow push, afternoon window light, no new furniture, no invented banners. Re-describing the building is how the model rebuilds it. Length is a dial. Identity is not.
If the shot has to land on the council chamber doors, shoot those doors as a last frame and use a first-and-last-frame row. Do not prompt "then we arrive at a sunlit chamber" and hope the model invents the right wood.

A deepfake of a private person is not a style. TikTok's AI-generated content help forbids adult private figures used without permission, and minors are a hard stop. A labelled, obviously synthetic clip of an unnamed resident, a library patron, or a "generic family" seeded from a real photo is already over that line. Calling it a downtown aesthetic does not move a platform. It does not move a decent city attorney.
Private means not a public figure. The mayor on a podium is a different clearance than a person on a bench. A staff headshot used as a talking-twin seed is a replica of an employee. A standard photo release for a ribbon-cutting does not authorise new generated performances. Most city social teams do not need a replica clause. They need to stop generating people.
