CPM is the advertiser's price for a thousand impressions. RPM is the creator's receipt for a thousand of whatever the programme counts. The two are related and not interchangeable. YouTube prints both; the gap is the platform share, the mix of ad formats, the share of viewers with ad blockers, and whether the view even qualified. A CPM-vs-CPV buy is a media plan. RPM is a channel-economics number.
The denominator is the whole fight. Long-form YouTube RPM is usually per thousand monetised playbacks, not per public view, and after 24 August 2026 a first-frame start can inflate the public counter without adding a monetised minute. Shorts RPM is a different, usually thinner, pool. TikTok Creator Rewards and X Original Content Rewards are not RPM at all until you do the division yourself on qualified views or Premium Home Timeline impressions. Mixing those piles is how a Shorts spike looks like a long-form rate card.
RPM moves with audience, niche, geography, season, and whether the file holds long enough to play more than one ad. Watch time and qualified watch hours are the volume underneath; RPM is the rate. Raising RPM by chasing a high-CPM topic with inauthentic templated uploads is how the rate looks fine until the programme claws the hours back.
In practice
- When a sponsor asks for RPM, name the platform and the denominator — public views, monetised playbacks, or qualified Rewards views.
- Do not forecast Shorts RPM from a long-form rate card. They are different pools.
- If public views rose and RPM fell, check whether the new views are first-frame starts that never reached an ad break.
The mistake to avoid
Treating RPM as a synonym for CPM. One is what the advertiser paid; the other is what landed in the creator's account, on a possibly different thousand.
