6 apps for a 15-second UGC bed
CapCut, Epidemic Sound, Suno, Versely, Uppbeat, and ElevenLabs score a 15s UGC clip. Pick editor, catalog, generate, or a shared credit pool.
The clip is 15 seconds. A person talks. A pack is in frame. You need a bed that does not talk over them. Six apps will give you that 15 seconds. They do not start from the same file. CapCut is the editor you already caption in, with a library sitting on the timeline. Epidemic Sound is a human catalog you download into that timeline. Suno is a generate you will crop. Versely is a credit-meter generate you mix under the original take. Uppbeat is a cheaper catalog with a YouTube safelist. ElevenLabs is music that shares a TTS credit pool. This page is that list. It is not a UGC talent marketplace. It is not "best AI music for TikTok 2026."
UGC dies when the bed has a singer. The line has to be audible on speaker and readable on mute. If the soundtrack is a chorus, captions will karaoke the snare.
What a 15-second UGC bed actually is
The job is a short instrumental under a talking-head, not a song people will Shazam.
Length is the brief. Fifteen seconds is a bumper, a hook, a first beat of a Reel. A 2:10 generate you fade in the last bar is wasted credits and a messy out. Prompt short, or pick a catalog track with a 15-second edit, or use an app that lets you set duration before download.
The talking take is the other brief. Mix, do not replace, if the UGC file already has the line. Replace is for a silent plate. Most UGC is not silent. Add music to video in mix mode is the honest door on Versely. CapCut's timeline is the honest door if you already edit there.
A 15-second bed is also not:
- A 30-second pre-roll with a legal super
- A jingle with a brand name in the lyric
- Native audio baked into a video model that you then stack a second song on
- A hit you cannot clear, time-stretched to 15 seconds
If the picture is a still you still have to animate, that is a different list. Score after the cut is locked. Scoring a draft cut wastes a download.
The six apps
1. CapCut. Start here if the UGC take is already in CapCut. Auto captions, jump cuts, a music browser on the same timeline. Free is usable for a weekly Reel. CapCut's in-app library is the point of this row, not CapCut's image-to-video generator. Confirm the track's commercial terms inside the app before a paid Spark or a client whitelisting. This page does not invent a CapCut music subscription price. ByteDance's library is not Epidemic's ads license. Stay in CapCut when the edit is the product: trim the talk, drop a 15-second loop, burn captions, export 9:16. Leave when the library sounds like every other Shop clip this week, or when the client asked for a named catalog with a claim ticket.
2. Epidemic Sound. Open Epidemic when the UGC is going to be paid, or when the brand already safelists Epidemic on YouTube. Epidemic Sound's pricing-and-plans page (read 20 September 2026, yearly) lists Creator at $9.99 a month billed $119.88 yearly, and Pro at $16.99 a month billed $203.88 yearly. Creator covers one monetized channel per platform, social, podcasts, web, unlimited music and SFX, and does not cover digital ads. Pro adds ads, client sublicensing, and three channels per platform. Organic UGC on your own channel can be Creator. Whitelisted Spark Ads and client-published UGC are Pro. Epidemic's plan pages quote more than 55,000 tracks and 250,000 SFX, with stems. Search "15 seconds," or download stems and cut. You are not prompting a vocalist. That is the feature for this job.
3. Suno. Open Suno when the bed has to be a new piece of music, not a library loop the commenters have heard. Suno's pricing page (read 20 September 2026, yearly) lists Free at $0, 50 credits a day, no monthly downloads, no commercial rights. Pro is $8 a month billed yearly (saves $24, so $10 month to month), 2,500 credits, 20 downloads, commercial use, v6 and v6-wild. Premier is $24 a month billed yearly (saves $72), 10,000 credits, 60 downloads, Studio. Prompt instrumental. Prompt short. A 15-second UGC bed should not spend a 3-minute custom song unless you like wasting a download. Twenty Pro downloads is the month. Batch the losers in the player. Export the winner. Credits do not roll. Free is not a client bed.
4. Versely. Versely sits here because a lot of UGC is a phone take plus a still, and the bed is one more row on the same login. Signed-in studio Suno V6, V6 Mini, and V6 Wild are 3 credits a generation (two takes) while the launch discount runs. Mini is the faster lane for a 15-second sketch, not a free lane. Prompt instrumental, 15 seconds, no singer. If a vocal sneaks in, split a song into stems on a Versely-generated audioId, then mix the instrumental under the talking file. Creator is $8.99 a month (30 percent off yearly) with stock video to 1080p, motion graphics, LUTs, and three safelists. Pro is $14.99 a month (40 percent off yearly) for freelancers, client projects, and commercial digital use, with ten safelists and WAV. Business is $34.99 a month excluding tax, yearly only, for organizations. Free is 3 downloads for individual use on your own channels. Organic UGC on one YouTube channel is Essentials. Client UGC and digital ads are Pro. Uppbeat's own copy says the assets are human-made and rights-cleared. That is a catalog, not a prompt. Customize duration on paid plans so the bed is actually 15 seconds, not a 2-minute download you will butcher.
6. ElevenLabs. Open ElevenLabs when the same credit pool already pays for the voiceover, and the bed is a second draw on that pool. ElevenLabs pricing (read 20 September 2026) lists Free at $0 with 10,000 credits a month, Starter at $6 with 30,000 credits plus a commercial license and music commercial use, Creator at $22 with 50 percent off the first month ($11) and 121,000 credits, and Pro at $99 with 600,000 credits. Music shares that pool with TTS. A 15-second bed that starves next week's voiceover is a bad pick. ElevenLabs' Music v2.5 post (published 11 September 2026, updated 18 September 2026) says you own what you make, Free gets five lossless downloads a day with credit required for commercial use, and Pro gets 400 lossless downloads a month. Downloads are blocked on tracks that reference other artists' songs. Do not prompt the hit the talent hummed on set. Prompt a mood. Keep the bed instrumental so the ElevenLabs voiceover is the only mouth.
How to pick for a 15-second talking clip
Lock the picture. Then pick the bed.
- Take is already in CapCut, organic post, library is good enough: stay. Caption there.
- Paid UGC or client channel: Epidemic Pro, or Uppbeat Pro. Not Creator. Not Essentials.
- Need a new instrumental and you already have Suno: generate short, export one of the 20.
- Need a new instrumental on the Versely bill: 3-credit V6 family, mix, split if a singer appeared.
- Voiceover already lives on ElevenLabs: steal 15 seconds of music from the same pool only if TTS will still have credits.
Two apps is a UGC stack. CapCut plus Epidemic covers most talking-head ads. CapCut plus Versely covers a generate you mix. Six apps is six logins around a 15-second file.
Do not convert Versely credits to USD. Quote 3 and 2 as credits. Quote vendor USD with a date.
After the 15 seconds land
Listen on a phone speaker. If you cannot hear the line, the bed is too loud. Mix, then caption. Mute viewers still need the offer. Caption styles is the preset pass, not a generate.

Should I generate a 2-minute song and crop it to 15 seconds?
You can. You will spend a Suno download or an ElevenLabs music minute on audio you will throw away. Prompt short, or set duration in Soundraw-class mixers and Uppbeat. Crop is a fallback, not a plan.
Is CapCut's library cleared for Spark Ads?
Sometimes, for some tracks, on some accounts. Confirm in the app. If the brand needs a named license with a claim desk, Epidemic Pro or Uppbeat Pro is the paper. CapCut is the editor.
Why mix instead of replace on Versely?
Replace strips the original take. The UGC line is the original take. Mix ducks the bed under that line. Replace is for a silent plate you scored on purpose.
