Evenly spaced small drops mean your transitions are working as exits. The bridge pattern that carries a question across the seam, and how to measure the fix.
The step-down is the one retention shape that looks like nothing is wrong. No cliff, no collapse — just three or four modest drops of roughly the same size, spaced roughly the same distance apart. Nothing in that pattern reads as a failure, which is exactly why it survives review for months.

The tell that separates a step-down from a mid-video cliff is the count. One drop is a segment problem: watch the ten seconds before it, find the tangent or the repeated point, cut it. Two things to rule out before you accept the diagnosis:

It goes before the transition, not after. This is the whole mechanism. A hook placed after the title card asks a viewer to re-engage. A hook placed before it means they never disengaged. Same words, opposite effect.
It is genuinely unresolved. Serialised formats have run on this for years — every episode closes on a question the next one answers, and numbered parts work better than vague continuity because the audience can see there is something specific to come back for. It gets paid within about twenty seconds. A question that stays open for four minutes is a different device. Long open loops are useful, but they do not hold a seam, because the viewer has no reason to believe the answer is imminent.

The rule underneath all three: name something specific the next chapter contains without giving it away. "Stay tuned, it gets good" is not a bridge — it is a promise with no content, and audiences have been trained to discount it.
There is a second, cheaper move available at the same time: unstack the signals. Keep the title card, but let the audio bed run underneath it instead of cutting. Or start the next chapter's first line two seconds before the card clears. Overlapping any single element across the seam removes the moment where everything stops simultaneously, and it costs you one edit decision rather than a rewrite.
Building bridges without reshooting
A bridge is a writing problem, but the implementation is a small insert — which is where a re-renderable timeline earns its keep.
