Telegram already spent the detail
A Telegram download is a delivery file. The app compresses uploads so a channel can move. What you have on disk survived that encode: blocky edges, smeared type, mosquito noise around a logo. That is the source now.
upscale_video and upscale_image enhance existing detail. They do not invent information the camera never kept and Telegram did not keep either. Compression artifacts already present in the source can be sharpened along with real detail. A 4K export of a Telegram miss is a larger miss.
If you still have the original, use the original. If the channel file is the only file, treat it as a compressed plate. Decide whether the take is the take. Then spend an upscale.
Lock the keeper, then spend the enhance
A Telegram clip is already small. That does not make it a preview you should enhance while you are still picking. The waste sequence is: download five compressed takes, upscale all five so they "look proper," pick one, recut, upscale again. The discarded upscales bought nothing.
Lock means this shot ID will not be regenerated for taste. Then upscale the image or upscale the video. Cost depends on the model; estimate_cost before a batch. A channel that posts daily does not need a 4K bin of every candidate.
What compression does to the pass
Upscale is a delivery meter, not a rescue meter.
- Block edges become crisp blocks. The model is an enhancer, not a Telegram deblocking preset.
- Soft type does not become a font. Overlay a new line on a locked master instead of hoping the upscale typesets mush.
- A regen does not inherit the upscale. Another sample is a new shot.
If the compressed file is the wrong take, do not upscale it to "see it better." Sharpening a miss is how a credit balance disappears with nothing to post.
Channels do not need 4K of a miss
Stay at working res until the cut is the cut. One pass on the locked file is the whole upscale budget. If someone asks to "see it sharp" before lock, send a short resolution check of the leading candidate — not the week's bin. If they then want a different take, you are still in exploration, and the compressed original is still the source.

Should I upscale every Telegram download before I decide which clip to post?
No. Decide on the compressed files. Upscale the keeper. Enhancing candidates is paying for pixels you will throw away, and it trains you to pick on sharpness instead of on the shot.
Will 4K recover what Telegram compressed out?
No. Upscaling sharpens what is in the file. It cannot restore detail the encode discarded. Artifacts in the source get larger and crisper.

Yes, when the still is the deliverable, or when you will animate that still next. Do not upscale a Telegram still, animate it, then upscale the video of the same image as a ritual. Pick the pass that matches the file you ship.
